| 本文运用政策内容分析法与结构要素分析法,对2003年至2019年共计22份中国海洋生物医药政策进行综合量化研究。结果表明：政策内容方面,供给型政策工具结构失衡,环境型政策工具相对过溢,需求型政策工具匮乏,产业链各环节政策工具分布不均；政策结构方面,政策发展滞后,文种搭配不合理,府际政策不协调。针对当前政策存在问题,本研究提出以下建议：提升宏观规划质量,补充微观实施细则,平衡使用各项政策；加强政策颁布与落实中府际合作。 |

| : This article uses the policy content analysis method and structural element analysis method to conduct a comprehensive quantitative study on a total of 22 Chinese marine biomedical policies from 2003 to 2019. The results show that: the structure of supply-based policy tools is unbalanced, the environment-based policy tools are relatively overwhelming, the demand-based policy tools are scarce, and the policy tools of each link in the industrial chain are unevenly distributed; Reasonable and uncoordinated intergovernmental policies. This study proposes the following suggestions: improve the quality of macro planning and balance the use of policies; strengthen policy promulgation and implementation of intergovernmental cooperation. |
